How does a dog get into such a state with nobody noticing or caring?

How does a dog get into such a state with nobody noticing or caring? It’s disgraceful. Manzano arrived with half his hair missing and nasty sores on his legs and he was so weak he couldn’t stand up. It looked like he was suffering from a terrible illness but blood tests showed that he just hadn’t been looked after properly and with some TLC he is going to make a full recovery. Manzano is a very timid dog who is not used to human interaction nor the real world. He has either been tied up or kept in a small enclosure all his life so he needs a family with lots of patience and without high expectations. He gets on well with other dogs and has just started to approach for strokes which, although he looks like he just about tolerates, we know he secretly enjoys them. He is a good boy who is calm and gentle and adopting a dog like this is incredibly rewarding as he will be so grateful and loyal

Here he is in his own video May 2019
